Baxi Combi 105e - hot water problem

We have a problem with the hot water running from the hot water tap on our bath. The pipe leading to the the hot water tap on the bath is 22mm whereas all other pipes leading to hot water taps are 15mm.

We can not fully open the hot water tap on the bath to get hot water to run really hot. We have to turn the tap half open in order to get the water to run at an acceptable temperature. As you can imagine, it takes ages to run a bath for our little un because if we fully open the hot water tap on the bath the water returns to being lukewarm. It seems the boiler cannot handle the volume of water it is being asked to heat up when the hot water tap is fully open.

This problem as now migrated to the shower as well, its a lottery as to whether the water will get hot enough to shower.

Also, if we take a shower, the radiators get hot upstairs!!! The boiler is upstairs as well.

There are no other taps running at the same time when the hot water is being drawn other than the tap that we are trying to draw from and the central heating is off.

We never used to have this problem before. We've turned the pressure down on the mains but the problem persists. It's becoming a bane now as it takes ages to run a bath for our little un and to take a shower is a lottery.

If we switch the boiler to hot water only, the water will run hotter but not scalding hot.

Can anyone shed any light on what the cause of this problem maybe please?
