baxi combi 80e no hot water

Hi guys I was looking at one of these boilers earlier... When you draw off a hot tap the water stays cold and the led doesnt light up on the boiler any ideas of what this fault could be..
 
ya spot on sure the boiler doesnt even fire up. Will isolating the main and running hot tap be sufficient in the removal process.. Or will have to drain down further.?
