an rgi could tell you if the input is right by a gas rate. your roughly looking at about 4-5 kw then youve got other factors with heat up the chimney and so on. in all dont expect a blast furnace of a fire. might pay to get it checked out.
Yes the fire has recently been serviced. Fire's flame pattern has always been poor as well as the heat output but have recently seen an baxi inset 3 example which was much improved. I've been to some retailers with the view of changing the fire and back boiler and some have said that the baxi inset 2 was a poor fire but also one has said there could be a fault.
when you say poor flame do you mean low flame and if this is the case does flame size decrease when boiler fires and increase when boiler off, if this is the case you should get it checked by rgi as you may have low gas working pressure.
