Recently local much used plumber replaced the PCB (brand new and boxed) for my 20 year old Baxi Solo 2 50PF boiler, at cost of over £300 but pump overruns continuously after boiler has ceased work for the night. I have to turn off power to stop the pump. Should I change my PCB again or my plumber? Or is there another component I can change to solve the problem?

It may well be the pcb, but you must check that the boilers switched live is not getting a signal from external controls, ie motorised valve, although this would usually cause the burner to fire as well for short periods. Not disagreeing with cookingongas, but worth checking.

I seem to remember that this boiler has a built in pump over run to cool it down after it has fired.

However for this to work properly the permanent live needs to be connected .

Many installers do not correctly wire up the boiler thus preventing the pump over run from working.
