Bay roof replacement

A neighbour has (after trying and failing to get various roofing companies to do the work) asked for an opinion on how best to replace this failed roof on a small bay window.

The complications are:
its inset into the bay and has drainage out to the left hand side via a decorative but easily blocked lead pipe.

How would you go about this?

create a wooden roof with flange and drain to insert into the existing lead and then EDPM and flashing on the circumference?
or put a big lid on the whole thing with flashing into the brickwork above and add period appropriate guttering?

Your thoughts are most welcome.

In the past I filled them with 6" kingspan and ply the top, then either lead or rubber.
 
Perhaps a firm that does asphalt - this type of firm tends to have more experienced people for this type of work, not just any old flat roofer?
Recoat and they could pick up the levels to form better drainage.
