Best way fill hole with cables

We have an unsightly hole in kitchen where cables and pipes come out of (see pic ) it has a musty smell and full of crumbling rubble what’s safest best way to fill it ? Not sure if expanding foam can be used for wires Thanks

Pack it with glass wool then a couple of coats of cement render.
