Best way to remove/replace bricks in external wall

I have an external cavity wall which has a line of bricks which jut out (about half a brick) to form a cosmetic detail line just under the first floor window level. I understand that this would now make the house difficult to mortgage due to a risk of cracking, should these bricks break down.
I'd appreciate any advise on the best way to rectify it.
- can I simply remove the detail bricks one (or two?) at a time, and remortar them flush with the other bricks?
- what's the best way to remove them?
- how long would I need to leave the new mortar before cutting out the next bricks?
- would I need to register with building control?

Thanks for any useful advice.
 
How old is the house?
Are the bricks in the detail cracking?
Who told you it might cause cracking?
Who told you it might affect the mortgageability?
If it ain't broke, don't fix it.
You'll have difficulty matching the mortar, at least and you could make it look a damn sight worse.
 
i think your new course of non matching mortar would raise more questions then this course of bricks. What have your neighbours done?
