I have a 5 year old Biasi Garda condensing boiler, which failed to ignite last night. Over the last 12 months, ch operation has been ok, but at times hot water is only available while ch is on. Now nothing.

I took off the panels and the sealed chamber cover, and everything worked fine. Put the sealed chamber cover back, and no ignition. Fan runs, but no spark.

Took off the cover, it works fine again, both ch and dhw.

Seems to me there must be a problem in the intake side of the flue, or is that just too simple? If not the flue, any suggestions?

Cannot help on this.

You NEED a RGI, and please please don't think it will be ok to run the boiler with the cover off !
