Our boiler has had a leak on the cartridge. No cold spots or anything and it’s been absolutely fine apart from this. He obviously drained it slightly to change the cartridge to stop the pressure. This is what came out. Now would you say this is okay or needs a power flush? We’ve had it serviced and no one has brought up any major concerns

That water is an indication the system isn't in the best health, it's a product of internal corrosion in the system. A Boiler Service wont consider the quality of the water within the system.

I would seriously think about a chemical flush at least, (some cleaner in the system for a week or 2), before draining and flushing through with clean water, then dosing with a suitable Inhibitor whilst refilling.
