Boiler Flue Rubber Seal

My boiler flue hole was drilled slightly to big when my boiler was installed recently, I have now pointed in the small gap around the flue so it is all sealed up.

I have the big white rubber seal that came with it.

Does this just pull over the flue to make it look better?

It sounds like a weather collar to stop ingress of outside elements....
