Boiler flue thru tiled roof w only MASTIC around!!!??

Hi - pls can anyone advice if this is normal the builder applied lead mastic around where the boiler flue comes up through the pitched tiled roof?

There's no collar, no flashing, nothing else except expandable foam to fill up the hole where boiler flue comes up and mastic around outside.

How should it be done properly?

Thanks v much for both replies. Complete novice here (as you can tell if I had much experience, then I would have stopped the builders there and then when they were squeezing the mastic on) so please bear with me.

Please can you explain the difference between weathering slate and lead flashing? Cheers
 
A pipe-weathering slate, as the name suggests, is made specifically for this purpose, most used nowadays are flex-slates which have a rubber collar welded to the weathering slate base which is cut to suit the pipe size.

A lead flashing in the traditional sense is a weathering to vertical building elements such as a dormer or wall though could describe a weathering slate too
