Boiler pressure constantly high...

Everytime the hot water is switched on the marker on the pressure gauge ( at least what I think is the pressure valve - see images below) points to the very far right of the red area (maximum pressure?). This happens relatively quickly, in a few hours or less.


What is strange is that the water is scalding hot, how hot I don't know, but hot enough not to want to keep my hand there longer than 2 seconds. What's stranger is that the radiators get scalding hot too with just the hot water on without the heating on. When I turn the hot water off the pressure does go back down. The council (or at least the plumbers contracted with them) have been down 4 times and still haven't fixed what seems to be a dangerous problem. Does anyone have any suggestions? As to what to do/what's wrong/is there any serious danger?
