Boiler pressure rising to 4 when heating is on, PRV not kicking in, plumber thinks the pressure gauge is faulty, thoughts?

Expansion vessel behind then? If not how did he test the vessel? If it is behind it’s likely connected by a flexible hose connection which could be blocked.
 
what make and model of boiler do you have
Expansion vessel probably needs recharging and prv renewing or freed
