Boiler will not turn off

Icos M3080 condensing boiler
UP1 digital programmer
ES Thermostat
BGMVSP-9 Actuator (lever stuck on left)
BGMVSP-2 Actuator
Circulating Pump CP53

The boiler will not shut down and the thermostat is ignored,
If i set the program to off the boiler stays on and keeps on heating the rads. It ignores all settings except when I pull the plug.

Prior to this the pump used to stay on 24/7 so i manually moved the BGMVSP-9 actuator lever to the left which cured the problem briefly (pump staying on.)
The actuator now appear to be stuck in the 'left' position.

I have looked through the wiki and searched for posts but can't find one like this.

can anyone offer advice
