Had a problem today with one which wouldn't turn ON at a low enough flow rate. New diaphragm, everything cleaned and greased.

I always thought the lower knob was only to adjust the flow through the WH. More flow, cooler water. But on this one the WH turned on much earlier with the flow knob on minimum flow.
Any comments??
