Britony Flexiflue - Little hot water

Can anyone advise me on this water heater?

I recently installed it. I have had this heater in its box for about 2 1/2 years.
On commissioning it I have run into a snag, there is plenty of water but little heat.
Input gas pressure to the unit is 22mbars as per manual with burner going (I used 22mm pipe).
Pressure on burner is only 10mbars, flames tend to pulse. Should be 20mbars.
Burner pressure is non-adjustable, ie factory set.
Is it the diaphragm! could it have perished.
Do you guys out there have any thoughts?

First, it's not a boiler. It's a water heater. (Are you Corgi registered?)

Second, you don't say what the burner pressure should be, according to the manual.

Third, if the water heater is new it's unlikely to have a diaphragm failure already - or was it second hand?
