BS 1363 UK 3 pin plug-why Earth pin cannot be half insulated

Not a standard one. There's always C19..
I've seen some manufacturers quote current ratings for rewirable versions those connectors that vary by approval body with 15A quoted for some approval bodies and 10A for others. This suggests that some approval bodies (IIRC UL and CSA) are ok with connectors being rated beyond what the standard rating for that style is and others (the rest of the ones listed) aren't.

According to BS1363-1:1995
12.16 Line and Neutral plug pins shall be fitted with insulated sleeves. The dimensions of the pins and sleeve shall fall within those given in figure 4a). Sleeves shall not be fitted to any earthing pin plug.
