Bubbling and flaking on the top wall by the ceiling

Hi, I am getting a lot of flakes and bubbles and flakes on the top of the wall. I inspected from outside and there are no cracks or broken / damaged pointing.

Any help will be greatly appreciated.

Is that a fireplace to the right ? Would indicate problems with roof or stack .

No it's not a fireplace. Just a wooden tv wall
