Mould or fungal growth is normaly caused by either the ingress of moisture or fungal growth, yet if the property has been vacant for a long period of time it could be simply a lack of ventilation. Wash down the affected areas with an anti fungicidal wash prior to the application of your paint system.

Thanks, do you have any idea about the flaking paint? It seems to have been done recently..say in the last year or two.

At this stage no, when a system in your case emulsion fails to bond it could be the fact that a mist coat was not applied ( thinned emulsion) prior to the top coats,or the spores contained within the fungal growth have caused the system to fail.

In this type of situation it is often better on the proviso that no other factors are involved to apply the anti fungicidal wash allow to dry and using a brush and not a roller apply a thinned oil based undercoat to the entire area.

Look into any probable causes, cure, and if increased ventilation is required then look towards way's of doing so.
