Bubbling/Pooling at Bath's Hot Water Tap Plinth

When I turn on the bath's hot water tap I see bubbling and even pooling between the bath and the tap's plinth. What's the likely cause of this and remedy? What materials and ball park costs am I looking at to get this fixed?
