Building regulations for insualtion on loft conversion

Hi,
I've recently moved into a house that has a partially converted loft. Currently it has plasterboard up, so I has a look behind to check the insulation that had been used and there is just a thin foil that has been fixed to the rafters. Does this comply with building regulations or is it likely that a thicker insualtion is going to be needed?
Any help would be great
