Burying fence post holder in concrete?

Hi guys I have a really old stone wall ATM that's about a metre high and I'd like to put a small feather edge fence on top of it for a bit more privacy but when I drill into the top of the stones for a fence post holder the stone just crumbles, I'm wondering if I was to put a thin layer of concrete/mortar on the top could I just bury the fixing plate into it or will it just cause it to crack??

Any recommendations of the best method? Maybe do the render and then try drilling through hoping it keeps the stone in-tact ??

The plan was too just use these as the fence post won't be very tall anyway

The chances are that the pressure of wind on the fence will either pull the post holders out or pull the top of the wall out.
 
Better to bury posts next to the wall high enough to mount your fence on.
