Cable routed through attic rafter

Have just done a PIR in a village hall and a feed for the outside light has been drilled centrally through 7 roof rafters, I put this down as a "does not comply". Old dinosaur of a spark on committee says its ok and doesn't need to be a 4, and as not directly mentioned in regs is not a non compliance. Reg 522-06-05 gives guidance of joists, but does not say anything about rafters. It stays on the form but woud like to know an show said dinosaur the reg with DO NOT DRILL THROUGH RAFTERS in. Sorry for shouting, I want to poke the old fool.
 
I would never drill roof trusses etc - they are calced to be close to limits to save material! They are not designed to be drilled or wood butchered.
