Can a raised floor be insulated?

if you lay the joists internally , lay so that they dont touch any external walls ( leave off 25mm ) , i dont see any reason why you would need airflrow, you should not have damp in the house .. i would lay the joists on a dpm ( just to make sure ) or dpc , like brick layers use , and make sure your joists are dry before covering... hope this helps ..cheers les
