It is anaglypta wallpaper but couldn't tell you where you can find it. I'd ping off the pic to wallpaper warehouses/stockists and ask them if they stock it/can help you identify it.
There is a newer brand called Super fresco which is worth looking at too, as don't know how old the paper is.

Dulux Decorator centre used to have a book of all available Anaglypta / Superglypta papers in store, worth a visit.
