I've attached a pic from the back of my switch

I want to add a new light fitting and change the existing switch from 1 gang to 2 gang

Here's my plan

1. Replace existing switch with 2 gang switch

2. Run new cable from new light fitting to switch, then connect as follows

3. Place Blue cable in existing neutral which have been placed on wagos

4. Place new brown cable in terminal which says 1 way

5. Get a tiny bit of brown cable and jump this between coms to provide power

Yes, all sounds good.

The earth wires should be sleeved green & yellow and connected to new switch if it is metal.

Yes, but hear in mind the wire in COM may be either the switched or permanent live.
I removed the cable from COM

Then I switched on the power at the consumer unit and there was power still running to the cable.

Based on this, is it safe to infer that this is a permanent live?

I would think so -

but there is no danger if not; just the new light will only work when the existing light is on.
