Can I insulate between original floorboards and engineered

Ok here goes... I have a Victorian wood floor, joists on brick courses. Not enough space for crawling , but ventilation seems ok. Then floorboards, a bit tatty, has been cut about for central heating electrics etc. it's cold so I want to insulate.
Should I lay insulation, ( what type )
Then secret screw on an engineered floor ( with room for expansion ) . I want to screw it down because the floor is not that level in places.

You mean lay the insulation onto the floorboards, rather than pull them up and go in-between the joists?

Don't see why not if you don't mind a step.

But the top floor would be better floated, maybe lay down some plywood first to level out the floor, then some rigid insulation.
 
I am considering pulling the floor up, it will be more disruptive but a better finish I think...... But if I go for floating I'll stick some ply down like you say , hopefully it'll be less boingy
