Yes, but if your using it as a primer sealer prior to paper then guardz is very good and cheaper and designed to prevent wall damage (on removal) but if your going over already applied 123 you'll be fine.
It depends what your doing, the Gardz is very good at ceiling new/bare plaster and chalky surfaces prior to papering and it dries hard which protects the wall and kinda 'future proofs' you should you ever want to remove the paper and paint the wall.
