Central Heating Issues

Hello - recently moved into a new house and it seems we're having some boiler troubles. For some strange reason, the heating seems to work upstairs but not at all downstairs. The hot water is working fine.

We have tried bleeding all of the radiators, removing air locks and also re-balancing the system by switching off upstairs rads to see if the downstairs rads get going but nothing seems to work.

The boiler itself (Ideal) is powering up as you can hear it and also see the vent functioning outside so I'm a little lost as to what the issue is! The rads were actually working last week so seems a little sudden. We had an engineer come round this week - he seems to think it's not a pump issue but a boiler one.

We have 5 rads upstairs and 6 rads downstairs - two bathrooms.

Any ideas welcomed!

Either the pump is working or it's not. Give us the model of boiler, and list all other system controls. Zone valves, stats etc.
 
Model of boiler is ICOS System m3080. We have a Water storage tank in the lof, Hotwater cylinder in the airing cupboard. Not sure where to find info on Stats and Zone Valves.
