central heating not heating up properly

Ive replaced all the pipework on ground floor to 3 radiators all new valves fitted, all in 22mm and 15mm pipe, but the return to the boiler takes ages to get to same temperature as flow, does this mean that the radiators themselves need replacing, they have all been flushed out good style, the bottoms of the 3 downstairs radiators are not as hot as the tops of the radiators, plz help
 
Why would you want the the return and flow temperature to be the same.
I note you've done some changes, but have you re-balanced the system.
