Central heating query

Ever since I moved into this house (at least 10 years ago) one of the central heating radiators is always warm/hot. If I turn it off the one in the next room heats up, and so on. Can anyone explain the reason for this and should it be happening? If not, what can I do to remedy it, bearing in mind I have no clue about plumbing.
Also, is it bumping up my gas bill??
 
is your hot water system on permantly.if so sounds like some rads are being used as a heat sink.is it a 4 pipe boiler or three
 
possible 3port letting by (if you leave hw on constant) and yes it is wasting gas!
 
could be the system is not correctly designed, return pipe from rads connected in wrong place causing reverse circulation

Firstly I have no idea about the pipes/boiler as it is behind the fireplace and I wouldn't know what to look at if I found it.

I don't know if this answers any of your questions but the heating and hot water are timed to come on twice a day via the central heating timer, although the radiator is hot all the time. The immersion heater is never on. I don't understand why the radiator is hot if the heating system is supposed to be off. Am I being really stupid??

I've asked plumbers/heating engineers in the past about it but have never really received a satisfactory explanation.

Any idea what I can do?
