Chamber outside bottom of driveway full of water.

Hi there hoping someone can shed some light here. The chamber at bottom of driveway has filled with water and is overflowing onto path and down public road. Im guessing its the external stop tap but im not 100% sure. I phoned yorkshire water up and someone came out had a look but did nothing, phoned them back and women said its clear water team i need as its drinking water not waste/sewage so they are coming to have a look. Today i siphoned out the chamber till pretty much empty and noticed like a a plastic knob on right and something else on left (didnt look like a meter but then again was dirty). When nearly empty i noticed what sounded like a hissing noise coming from it (not good i guess). Just left it now and within 30min it had filled back to top and was overflowing again. Here is a pic of chamber full of water.

Is this still the case if the external stopcock is on customers property?

I believe that any fitting attached to the transporters mains stop tap and the chamber, as long as it is the first access point after the branch in the mains, is the transporters responsibility, regardless of whether it's on or off the property. Unless there is a specific agreement or this is a secondary chamber and there is a primary mains stop tap/toby out on the street ..... if you see what I mean.

This is usually because there isn't a suitable site outside the boundary for the transporter to locate their access point.

It’s a weird one then. I live on a newly built (now approx 12 years old) site, my boundary stopcock is on the footpath/pavement, whereas, some on the estate are right by the customer’s front door (n)

I wondered from this if they were trying to shift responsibility onto the customer, unless it’s a new design, shorter run?

Yeah could be, a lot of transporters state that once past the owners boundary then its the owners responsibility and that's certainly the case when the service pipe stops at the boundary and the toby/meter is located there. After that point then it's the supply pipe and that's the owners responsibility.

It is also quite clear though that the 1st chamber/meter/stop tap/toby is clearly the responsibility of the transporter thast being the case I would advise anyone to argue vigorously that the communication pipe to that point is theirs too.
 
Thanks all. A guy from yw came out had a look he siphoned all water out and showed me where burst pipe was was on a join going to stop cock. Said a team would have to come out and dig around it he draw a yellow arrow pointing to chamber than went. Someone came out today in a van that looked like it had a trailer attached to back (transporter?). They didnt stay long siphoned water out again looked like a guy took pictures on phone they also draw something else in yellow on actual chamber not sure what and drove of. (Didnt speak to them) guessing needed other tools coming back?
 
By the way there is no meter the yw guy said this stop cock is shared amongst other houses.
