Changing polycarb roof to tiled

We have a utility room on the side of our house which is built up to the boundary with next door. It is single brick construction. Concrete floor and a polycarb roof. This may seem a silly question but could we have a proper roof fitted? Wood frame. Tiled. Velux window as the only light is through the polycarb roof. Would it require planning permission? I know the polycarb will need replacing at some point in the future so its just curiosity and thoughts
 
Wouldn’t require planning, but if it’s being turned into a habitable area with insulation, heating etc it’d need building regs
 
It already has heating and has been plasterboarded on the inside with that like polystyrene backed stuff. Its just thoughts for now. We would have to have velux windows with their being no windows
