1. Yes it can be used and saves wrapping the pipe.
2. However:
2.1 It can't be bent with a normal pipe bender as it is more like 16mm outside diameter with the plastic coating.
2.2 If you have to put any fittings into it, the plastic coating has to be stripped back, and then the fitting needs to be wrapped.
2.3 If you use soldered fittings with it, the plastic has to be stripped back further and protected from heat leaving more wrapping to be done.
2.4 You still need to put something like foam insulation or felt type insulation to allow for expansion without cracking the plaster.
3. If you have a lot of straight runs to make, it might be worth it, but in normal circumstances, probably not.
