how do you go about, or start to calculate the design for a new circuit?

would it require calculating the total demand the property already uses for main fuse size/tails etc ie.. as an electrician how would you start the design process
 
1) Calculate the design current (Ib)
2) Select protective device rating (In)
3) Select cable from table after considering correction factors (It)
4) Calculate volt drop
5) Calculate fault loop impedance (Zs)
6) Calculate fault current (Ia)
7) Determine CPC size
8) Assess PFC

and how would you know if you are at capacity regarding main fuse/tail sizes etc or am i complicating matters unneccesarily ?

reason behind is i am familliar with the steps you mentioned and just calculating hyperthetical scenarios however after reading a book by brian scadden he calculates whole demand for property pre-diversity for whole installation and in this case new main fuse bigger tails required etc?
 
You must first ascertain that the installation is capable of the extra loading which you're looking to connect 130-07-01
