Because of toilet cistern slow overflow I changed Ball& Float to new except the inlet pipe but still water slowly coming in. Is it possible the inlet pipe is leaking.

Possible but very unlikely.

Is the float valve position adjusted to cut the water off when it reaches the fill line in the cistern?. If not, adjust it so that it is (probably a white nylon screw near the valve mechanism, but depends on the valve you've got).

If problem persists its possible the water pressure is too high for the valve. If it has a red nozzle behind the rubber washer (diaphragm), replace it with a white one (high pressure). If a more modern type, it may have come with a restrictor to fit inside the inlet pipe. If you've got it, fit it. If not, replace entire valve.

If you've recently had a combi boiler installed, the pressure issue is the most likely.
