Try PVC cleaner; or if it's really bad, any of the mildly abrasive kitchen/bathroom cream cleaners; T cut also does a good job as it contains ammonia.

avoid cream cleaners as most contain abrasives that will give your cills very light scratches which in turn will collect dirt a lot quicker and in turn make the cills dirty in no time.
Best method for clesning if under 6 months old is warm water and fairy liquid (other brands available)
If over 6 months try to get a mild polish that contains a low percentage of abrasive, specialist cleaning companies should point you in the right direction
