Cold Floor

Hi all

So I have a small passage which is tiled and then a loving room which is laminate floor boards. It seems as if there are layers on both adding up to about 20mm.

I want to do some sort of insulation on both and carpet. With such limited options what should I do?

Im hoping to make some improvement to the coldness of the floor
 
Ground floors presumably? What is the floors make-up? Suspended timber or ground bearing concrete or what? Age of the house, cavity walls? Doubtful you'll be able to make much improvement tbh, spend the money on extra heating.
 
It's an extension, ground floor solid concrete. I would have thought there was something in terms of insulation in the slab, it has cavity wall insulation, but there is little on terms of planning/building control and I believe we have indemnity insurance. Maybe 20 years old or so
