Cold Rad Hot Pipes!

The Rad in my bathroom has not been working for some time now & the nagging I've had off the Mrs has become unbearable. I've changed the TRV & the LSV & I'm still having the same problem. The Rad is stone cold but the pipework on the flow is hot up to about a 12" from the valve then the temp drops off to lukewarm as is hits the valve. I've tried shutting off all the other rad to increase the flow to the single rad but it's had no effect, Both valves are fully open so there shouldn't be a restriction. The rad bleeds everytime & there is no indication of air blockage in that area.

Am I going to have to replace that section of pipework or is there an easier solution that doesn't require me needing the confidence to cut pipework & fit bends & couplings?

not a towel rail but a rad that was stuck in after the initial installation & prior to me moving in.

Just a 600x400 Double panel job with 15mm rad valves at either end.
