Am i right in thinking that if i fill the void between the roof joists completely with PIR insulation (6 inch) this will in essence eradicate the cold void and remove the need to ventilate the roof space?

No. A cold roof requires a 50mm min. ventilation void the length of each joist bay.
Typically, this is cross ventilation from one side of the, say extension, to the other, above the insulation.

Ask your bco, some will allow it some wont.

You need to pay particular attention to cutting your boards and foaming any gaps, tape the joints with foil tape.
