Cold water tap not giving any water!

Hello - our cold water kitchen tap is turning but no water's coming out. The bathroom one is fine, as are the hot taps.
Any suggestions - would be grateful for them. Thanks.
 
Thanks - turns out there's external work going on in our postcode area - water should be back on soon. Phew.
