cold water tap not running

Hi,

Very recently, the cold water in our kitchen tap has slowly lost pressure, until now nothing comes out at all. the tap handle itself is also very stiff and will only move a small bit. The water from hot tap is fine, and both bath and sink taps in bathroom are fine.

Any ideas?
