Combination Boiler, No hot water at shower

Im staying at a friends house, they are out of the country.
Baxi combination, Heating is working, low water pressure at hot tap, was ok first thing today.
Try to have shower water wont get hot.
Boiler shows 1.25bar, dont know what it should be.
THe cold water pressure seems lower as well, is this a water pressure problem, ie water company.

It was low incoming water pressure, due to burst water main.
All ok now.
