Concealed cistern leak

I have a concealed cistern. I opened the top and it seems the ball cock is not stopping the water flow, I tried lifting it up manually and the water does not stop. Picture attached. Is this an easy fix? Or do I need to get a plumber in. Thanks.

Yeah.
Easy fix. I think it is with basic DIY skills.
Definitely worth trying yourself.
Look up instructions for that specific inlet.
Take pictures as you take apart.
Replace inlet washer.
