concealed pipework for wall mounted basin

Getting round to fitting two wall-mounted basins in a stud wall dividing bathroom and bedroom.

My question is regarding the water feeds and wastes - is it a necessary requirement to be able to access the pipework in the stud wall through an access panel?

If so, is this better done beneath the sink (i.e. screwed panel that's tiled) or from the bedroom wall side through an access panel?

no not if you fit your iso valves etc below the tap/s.
only access needed if you can only fit isolation points or stopcocks are behind the wall etc.
