Condensation in attic space

Hi group, a rental property that I own has condensation dripping from the underside of the bitumen roofing felt, the attic is accessed via a full height door with a staircase, there is no ventilation other than what I've pictured below which is situated above the soffit. Its a detached property and was thinking about putting a 4" vent on either gable end, has anyone got any suggestions as to how to stop the air from condensing. My local roofer suggested we replace the entire roof and fit a breathable membrane which I'm reluctant to do due to cost and the fact that the property is only 18 years old.
