I have a boulter boiler flow + return one side to rads through pump flow and return other side to hot water cylinder. can I just fit small pump to hot water gravity fed pipes to improve reheat time or do I need more

Probably! If you put a pump on the return of the HW side (to leave the vent clear(??) and a pipe thermostat so it only pumps when the boiler's hot (and a timer...) it will improve things a lot.
As you can imagine it depends what you have. There can be complications, so get a heating engr to look at it .

that`ll speed up primaries but only if rads-on
costs less than extra pump etc.etc.
