Sounds like it's lifted from the British army rules about respirators. Other than the whining about sexism, that's just Political correctness gone mad.

Edit: the exemption is I believe because you can get respirators that work with beards but it's awkward and expensive so not worth it without a good reason. The impact on moral and recruitment, not to mention court cases that the army would probably lose, means it is worth allowing beards for religious reasons.
