Crumbling windowsill

Hi I've got a stone windowsill that is crumbling a bit and is dusty when you touch it ,it had previously been glossed and I want to re gloss it as all the other windowsills are glossed I was just wondering what to seal it with,maybe stabilising solution but can you u/c and gloss over this,or is there something else I can use,many thanks

Stabilising solution and then paint is fine.

If there loads of shot stone work after stabiliser has been applied consider something like Litho mix or Toupret.
