Crumbly Concrete Garage Floor - Line with Plywood?

If it is that crumbly, you won't be able to screw plywood to it ,as the screws won't hold.
I would pour a new surface in concrete 2" thick after properly cleaning old concrete.
they make special cement for thicknesses up to 2" . You might even add
a wire mesh to strengthen.
But talk to your cement dealer as your best guide.

As pompeyal says seal with PVA then use a floor levelling compound, available from most builders merchants.
